Equipment Distribution Program

What is EDP?

The purpose of the Equipment Distribution Program (EDP) is to provide equal access to the Relay Connecticut service and basic communications to those personal who do not currently have any type of relay equipment.

Connecticut residents who are deaf, hard-of-hearing, deaf-blind or speech-disabled are eligible to receive equipment through Converse Communications Corporation (CCC) at no charge. Eligibility requirements for the EDP in accordance with state regulations are:

  • Deaf, Hard-of-Hearing, DeafBlind or Speech-disabled persons who find it impossible to use a telephone or amplified telephone. (Hard-of Hearing persons must have tried an amplifier.)
  • Full-time Connecticut state residents
  • Must have a Connecticut telephone number
  • First-time EDP applicants
  • Must be 8 years old or older (Parent consent is required for those under 18 years old.)
  • No income restrictions

Exchange Program Requirements

(TRS and CapTel equipment only)
  • The loaned equipment must be ten years or older.
  • Converse Communications is contracted to exchange equipment in order of serial number
  • Persons who have loaned equipment must have been notified by a letter from Converse Communications they their serial number has come up.
  • Must call Converse Communications to set up an appointment to exchange equipment and bring the notification letter.
